DeKalb CEO proposes property tax increase for 2011

 

County property taxes may go up 2.32 mills, or $264 a year for an average $190,000 house, in 2011 if a proposal by DeKalb County CEO Burrell Ellis is accepted by the board of commissioners.

Ellis said the proposed $563 million budget is lean and responsible.

“It addresses those rising costs that cannot be ignored, forces county government to be more efficient, positions us for a robust recovery, and protects our most vulnerable citizens,” Ellis said during his budget presentation to the county’s Board of Commissioners on Dec. 15. 

“Realistically, there is no way to wrestle either a federal deficit or a local revenue reduction without both cutting spending and raising revenue,” Ellis said.

“We live in a time of limited and sometimes dwindling resources,” Ellis recently told  members of the county’s chamber of commerce. “The resources that were once paid for with your federal tax dollars can no longer be anticipated on to protect and preserve your quality of life and basic human necessities here at home.”

Ellis said the county’s revenue declined by $91 million during the past two years. “That’s a lot of money, forcing severe spending cuts in virtually every category,” he said.

The budget has an estimated $39 million in increased costs, including $17 million for pension contributions; $2.3 million for a new tax commissioner system; $10 million to fund holiday pay; $4 million in higher health insurance costs; $5.1 million to redeploy police officers; $627,000 to staff new facilities.

Under the proposal, there would be no furlough days next year and all standard holidays would be funded. It also has a $500 supplement for the 633 employees making $35,000 or less to help offset increased pension contributions and health insurance costs. The county has about 7,200 employees.

The budget also includes a one-time $250 bonus for master police officers who have been at the top of their pay range for a year or more.

“The master police officers constitute the cutting edge of the police department’s effort to prevent and reduce crime and promote the safety and security of our citizens,” Ellis said.

Top performing employees in every county department will be eligible for a $600 incentive in recognition of innovation and outstanding customer service.

In addition to the tax increase, the county is dealing with its budget issues by restructuring its operations, eliminating some non-essential services, downsizing and reprioritizing. 

As part of the restructure of government in 2010, 830 employees took early retirement and 456 positions were eliminated. 

Next year, Ellis said the county administration would pursue outsourcing of services such as facilities maintenance, recreation services, road maintenance, animal control, fleet inventory, payroll processing, senior services, false alarms administration, meter reading and information systems support.

The budget contains $12 million in reserves, but that amount should really be about $45 million, what it takes to keep the county running for a month, Ellis said. 

“It’s like living paycheck to paycheck,” Ellis said. “If we were to have some catastrophic event…we could not be prepared to make quick and fast adjustments with an underfunded reserve account.”

The county will also be implementing several new non-tax revenue sources recommended by the county’s Revenue Enhancement Commission. The Board of Commissioners is already considering increasing retail liquor store and general business license fees and the occupational tax/business license fee.

Ellis said that the proposed budget was the result of collaboration between the county’s administration and commission, for the first time in the county’s history. The administration provided copies of departmental budget submissions to the board at the same time they were received by the finance department and integrated commission staff directly into all budget reviews and discussions, Ellis said.

Raising property taxes in the midst of the worst housing market in the history of the U.S. is ill advised and completely ignores the fact that it raises the mortgage payment of every homeowner in the entire county. It will cause more foreclosures and more property abandonment because it increases the number of home owners who can't afford the payments. The national association of realtors latest report on housing shows that single family homes in metro Atlanta have lost about 15% of their value in just the past year, when the economy is supposedly recovering. Adding to mortgage payments by increasing property taxes comes with a hidden cost in the form of more foreclosures that will simply eat away at the increased revenue. We've got to stop punishing people for owning a home.

And where are the other Elected Officials of DeKalb County ? Those do-nuthings that are elected to The Legislature !

They got a nice ride on the backs of the Tax Paying Citizens of DeKalb Also !

Other than Rep Fran Millar who happened to notice that the School Board had lost out on more than 25 MILLION dollars the others have been nothing but a Drain on Our Pocketbooks !

At many DeKalb Board of Commissioner Meetings I have seen The Commission study a traffic calming petition for over seven months. This is a request for speed bumps on a street.

Why is it that in so many matters of great importance The Leadership of DeKalb County proceeds quickly to pass very serious matters ? Maybe this is the reason the Leadership of DeKalb County makes so many mistakes costing the Citizens of DeKalb County so many Millions of Dollars !

On a $300,000 home the tax increase was more than 33%. From $2,900 to $4,000. What exactly is responsible about a 33% tax hike?

What is an "average $190,000 home? Please not another property tax increase. Social Security recipients, military retirees, and other fed employees have not had an increase in pensions in 2yrs. Yet the costs of utitilities and other necessary (Oh my goodness!) have reached unreasonable costs just to have the service AVAILABLE and now you want a tax
increase. The $76K raise for a county employee, who
will be taxed for this? Specifically in Dekalb county, the
tax paying citizens must beg for services that we pay
for. Another property tax increase is heartless. Outsources is a sore topic also. Is this a way of passing the buck for poor services? Tax and tax more

And how much has DeKalb paid off corrupt and immoral employees? If I did the same in my company, I would simply be fired and out on the street. Well, voters, you elected Burrell Ellis and crew and so don't complain. And, yes, the sophomore class of Decatur High School could most definitely run the County better. In all seriousness, that class really does have some bright and motivated students - certainly brighter than the fat slobs (go visit the county administration offices and you will see what I am talking about) who are currently employed there.

I can not believe this, I can bearly pay my mortgage, my property taxes is over due, I haven't had nothing repaired on my home in 2 years. (which need a lot of work). And now ppt is going up. UNBELIEVABLE!! your right I need to move back north.

I am against any property tax or millage rate increase in 2011...we are barely getting along now...if that happens, we will not get along at all. Why don't the fat cats in office figure out something good for the people who live in this county instead of always getting more money and having more corruption...they should get rid of everyone in office and put in some people who actually care about DeKalb county and not greasing their own pockets...it's a joke...I am sorry I ever bought in this county.

I am on social security only, I can barely get by on what I get now, I haven't gotten a raise in 2 years, thanks to corupt government . you have money in surplus, which you do not suppose to have. Government is not a profit organization , at the end of the year, I don't owe you and you don't owe me. That is how it suppose to work. The people of Dekalb need to vote Burrell and his Cronies out of office.

What a corupt county. You have plenty of money in surplus, live with it, quit giving out raises to these local official's that make some of them have a salary more than the President/vice President of the USA. I can't remember how many times Dekalb county has had a bond issure and vote to pave the roads in the county, the repairs never happend, I guess it went into the official pocket's !! I am like most ot the people that I know would love to get out of this corupt county.

If the Tea Party of Georgia and other like minded citizens and Tea Partys were sincere about their attacks on Government out of control, these Tea Partys would be Camped Out in the Office of CEO Burrell Ellis and the Office of the Board of Commissioners in DeKalb County. Can't blame everything on Barrack OBama can you ?

One need only to look at the prices paid by DeKalbs CEO and Board of Commissioners for all of the Green Space Lands purchased by the County over the last decad ? It is outrageous ! An additional problem in DeKalb County is a District Attorney soft on Corruption in Government. And 30 days for a Habitual Violater killing a child with a car = GIVE ME A FREAKIN BREAK ! We need a DA similar to Danny Porter in Gwinette County to stop these wastefull and corrupt purchases among other things.

I am sure that the Sophmore Class of Decatur High School could run this County as a class project and surpass what we now have in every catergory.

And as far as a raise for the School Super / Post the job for 175 thousand and see who applies ?

I'm against a property tax increase and I'm interested in some official response to Tom's comment about the Georgia State study showing DeKalb bloated and top heavy. Wouldn't cutting staff, freezing salaries and spreading the work amongst among the lucky ones still employed help to solve the problem? And Matt is right: Who is doing enough to warrant such huge salaries anyway?

2.32 mill increase is a 14% increase! (from 16.86 to 19.18) ridiculous! Show me anybody that received this kind of raise... except for Dekalb Superintendent Tyson with a $76K raise...what about the Ga State study that shows Dekalb bloated and top heavy... Ellis, are you seriously trying to send folks in droves to Gwinnett and Cobb?

I agree with Bob. Tough times call for courageous decisions. When the tax payers suffer, it is preposterous to continue with pension contributions and raises as usual. Instead, salaries should be cut, pensions abolished in favor of 401K's, in order to minimize firing employees.
Indeed, NJ is a good model.

Isn't it just like the incompetents who run Dekalb County government? They easily dish out over $70,000 as a raise to just an interim school board superintendent and they turn around to pay for it by, once again, sticking it to the taxpayers, also pay raises to other employees. Where is the shared sacrifice and example set by our "so-called" political leaders in such a very difficult economic time. You don't reward incompetence. You demote and fire it. DeKalb County gave lucrative retirement packages to get some of its workers to retire as a facade to pretend doing something to fix the economic mess they got us in. Taxpayers in this county need to revolt by kicking these bums out.

Huge increase for pensions and bennies...why not move to a 401K and increased insurance copays like the rest of Americans?
