Doraville forced to schedule special election to fill vacant council seat

The city of Doraville has unanimously passed an ordinance to hold a special election on March 6, during the presidential primary, to fill a council seat left vacant by current Mayor Donna Pittman.

In November, Doraville City Councilman Bob Roche (District 2) resigned for the remainder of his term, but is running for another term beginning in 2012. Due to a recent resolution giving the option of appointment of council members to only one seat, the city was forced to schedule a special election to fill the seat left open by Pittman.

Luke Howe, Pittman’s assistant, said the city has forwarded the ordinance declaring the special election to DeKalb County and is waiting to hear what the final cost of the election will be. Howe said it could range anywhere from $4,000 to $7,000 but thought it would be closer to $5,000.

However, Roche said he doubted it would be a significant cost to hold the election in March.

“Even so, $6,000 or $7,000 is a small price to pay to make sure that everybody in Doraville is evenly represented,” Roche said.

Roche resigned citing allegations that both Pittman and the city council tried to cover up the mismanagement of funds by city employees and refused to produce financial statements for fiscal year 2010-11 showing budget and actual spending.

“The motive appears to be protecting city employees who may have overspent budgets or diverted funds to unapproved uses,” Roche said.

However, Howe said Roche has had access to all the reports and information that currently exist and The Champion was provided with both a financial audit and a full financial report through June 2010. Howe said staff members were in the process of completing the rest of the reports.

“We recently got a new finance director and there has been a lot of catching up to do,” Howe said.

Roche recently ran as an incumbent for District 2 against candidates Chris Avers and Trudy Jones Dean on Nov. 8 and faces a runoff against Dean on Dec. 6.

“This has no effect on my candidacy for the Doraville City Council term beginning Jan. 1, 2012, except I will not be running as an incumbent,” Roche said in his resignation letter.

To appoint a seat the council needs a majority of four votes, and Roche said he didn’t think that would have happened, which would have left Pittman’s former seat vacant for the next two years.

“The whole point was to get a full council instead of having two more years with just five people,” Roche said.

Anyone who wants to debate Tom Harts compentence is clearly incompentent. Just google this guy and read for your self. He is not fit! I told you why I am not voting for Tom. He lied to my face about such a stupid thing. I should press charges against him for cussing at me on my property. He should never step foot on my property again. I don't care if he running for zoo keeper!

And people do your homework before you listen to Ted.

Utter nonsense about Bob being able to run again in march, the seat being filled is for a resident of tilly mill not northwoods where Bob lives. Bob's seat is NOT the one that is on the special election, it's the seat that has been vacant for 9 months. Bob FORCED the city council to fill it instead of the Brian/Maria/Karen majority keeping their majority block vote running through all our money while Bob and Pam are powerless to stop them.

BTW Ted, Tom quit the city council for the EXACT SAME REASON DONNA DID! To run for mayor and it's why the seat in tilly mill was vacant. So if that is the reason you're not voting for Tom, don't vote for Donna either. :P

I have to laugh at this one. You ask why 6 people can't get along while at the same time play grade school name games calling Bob Roche "Bob Roach". Sounds like you have been drinking some of Chris Avers koolaide?

Bob Roach has been on city council and has done nothing. But run to the press every time he does not get his way. He was apart of that voting bloc until he found himself behind in the polls. Roach is one of those people who does not know how to run a city. What does he do for a living? What has he done besides raise hell. Why can't 6 people come together to run a small city? Why is the politics so nasty and people so angry? Chamblee, Dunwoody, and Roswell makes us look like poor trash. I am starting to regret buying here. In the future I will look at the political climate in the neighborhood before buying. I am still blown away that Tom Hart a Mayoral candidate would cuss me out at my house for asking a simple question that he lied about. Then I go to my mail this afternoon and he mailed me a picture of stripper with her legs open from his campaign. You got to be kidding me!

And the simple reason the city is on the verge of bankruptcy: The Doraville Police Dept. is pretty much the same size and budget as the Dunwoody Police Dept., only Dunwoody is 5 or 6 time larger than Doraville.
Doraville spent over $5,300,000 on the Public Safety last year for a city of 8300 people.
Dunwoody, with a population of over 45,000, will spend about $6,000,000.
And your city council has no earthly idea why there is no money in the bank.

Bob resigned to force the city to fill all six seats. As it is, there is a voting block of three that WILL NOT address the massive budget problem that the city is facing. If you have followed the council meetings for the last several years, you would have heard Bob address the looming budget crisis over and over and over again, only to be disparaged or ignored by the council majority. Bob has made a last ditch effort to break this voting block. Your city is teetering on the verge of dissolution and your council will most likely do nothing to stop it. Good luck.

Someone had to do something to get the dysfunctional city council to fill that vacant seat. They don't have to if only one seat is empty...they are forced to if two seats go empty. I think it was a clever way to make the city council step up.

The truth is that Doraville is one of the most promising cities in all of GA and continues to decline because of ALL the people in charge. We need honest educated people with a basic understanding of business, economics, marketing, and community development. Where are these people? Why has this city run itself into the ground?

It is one of the saddest things I have ever seen….watching this city that offers so much be mishandled by power hungry people with no real knowledge of how to run a successful community.

Look at Oakhurst, the West Side, Decatur, Chamblee. They have all figured out how to maximize their strengths and turn their area around to be hip and attractive and successful. People flock to these areas because the people in charge there know what they are doing. We could be the best neighborhood around if the city council stopped being so small minded and corrupt.

I think a case could be made that Doraville is the absolute worst run city in all of GA. And we need to find the right people to get us back on track.

This guy is a complete nut. Why is he allowed to resign from office the day after he heads into the run-off which he was trailing by 17points. So if he lose the election in December he can then turn around and run again in March to regain his seat back also. So if Trudy Dean beat Bob Roach will she complete the Roach term and then have to run again in March. We have some of the most dumb politicians in Doraville. Tom Hart who is running for mayor came by my house yesterday cussing and acting belligerent because I asked him why he did not tell me he served on council and quit. I voted for him last time thinking he was a fresh voice because when he first came by he said he was new to politics and a teaparty person. He lied to my face!! I google him and he has run for office man times. Do your homework folks! Don't depend on the media to educate you. I will not vote for him or Bob Roach.
